Neil Morphis, city infrastructure clerk, describes capital projects and resident services

Mary Ellen O'Shaughnessy of the Yachats City Council interviewed Neil Morphis about his role as the city's infrastructure clerk. Morphis said his primary responsibility is "a lot of it is with our capital improvement projects, which is projects that cost more than $5,000 and last 5 years or more," and described how those projects move from bid solicitation through coordination with architects, engineers and contractors.

Morphis described routine financial tracking and front‑desk assistance as part of the same portfolio: he prepares detailed spending reports, tracks grants received and anticipated, and briefs the finance committee and city council on project budgets. He also gave a concrete example of resident triage: when a constituent reported an abandoned refrigerator on coastal rocks, Morphis said, "I'm pretty sure it's the jurisdiction of the Oregon State Parks department. I have their manager's cell phone number, and I left them a voice mail," explaining how he routes issues beyond city authority. He credited volunteers and colleagues for helping deliver projects, and said he serves as an unofficial IT resource and recorder when other staff are unavailable.

O'Shaughnessy framed the interview as part of a series to help residents recognize staff they might already contact by phone or email. Morphis noted the library and Little Log Church Museum as two recent, large projects he has supported and encouraged residents to use the new facilities once they are open.
