Debra Trate recommended shade and artificial turf at the pool to reduce goat‑head spines and provide shade for users. Councilmembers and staff discussed volunteer donations (seeds, volunteer planting) and whether CDBG could support larger park projects, while Osborne cautioned that routine maintenance is typically not CDBG‑eligible unless part of a slum/blight or new facility project.
