Peter (planning staff) described a zoning-map amendment for a parcel sold by the city for the Camp Canine development: the owner proposes to add a human day spa and three to five residential cabins (intended for employees), and is requesting a change from industrial to service commercial so those uses would be permitted. "Pursuant to the purchase agreement between the city and the property owner, they must complete the project by January 2028," Peter said.
During public comment, Jeremy Smith (resident) asked about related procedural transparency: he requested information about how the city sells public property to private entities through SEDC and whether the process follows applicable law. Michelle (staff) acknowledged the rezone is related but not the sale agreement itself and said the attorney absence has left some details outstanding; staff agreed to provide more information in the near future.
