Council adopts ordinance barring permits for properties that owe delinquent city debt

Council voted to adopt an ordinance amending Chapter 5 of the city code to bar issuance of permits to any person or property that owes a delinquent debt to the city. The item was introduced by a council member who cited a local case in which a property owner had approximately $13,000 in unpaid taxes while a permit had been issued for reconstruction.

"It didn't make sense to me that if you owed $13,000 in taxes, that the city could actually use that money today to provide the services that you should be able to, to pay that money and do your development," the proponent said, urging that liens be satisfied before further permitting. The ordinance passed by voice vote with no recorded opposition. Council members discussed potential edge cases (loans and unconventional financing) but agreed the policy addresses clear delinquency and lien enforcement.
