Library director flags foundation and maintenance needs as budget choices tighten

Miss Long (S11), the library director, told council the department reduced furniture requests and shifted programming funding into collection development to support ebooks and digital materials. She said the library serves more than the city population and must meet Texas Library Association accreditation thresholds that require two librarians given the county‑service population.

"We have foundation problems with the library and we will for, going into the future," Miss Long said, explaining past 'temporary patch' repairs and warning the council that future infrastructure decisions will be required. She also explained how salary and benefit totals on the budget pages reflect base pay plus employer costs (health insurance, TMRS) and urged precise terminology when discussing personnel costs.

Council and staff discussed putting major building repairs into a building maintenance fund should a surplus materialize; staff said that fund is not currently funded and that they will return with options if surplus funds become available. Miss Long said library programming—especially children's programs—draws large attendance and that county support and grant funding supplement municipal operating dollars.
