What assets does the MOU cover? County staff list wells, ditches, reservoirs and several parcels

Deputy Director Langraf walked the committee through the water‑system components cited in the MOU, naming the Honokohau Ditch system (including associated tunnels, siphons and pipelines), Plantation Reservoir, Village Reservoir and multiple well sites in Honokōhau and Kapalua. He said some wells are drilled with pumps installed while others are drilled without pumps or not yet drilled; several well sites would require easements or land rights to develop county wells.

Langraf also described non‑water items flagged for due diligence under Exhibit B: a Mokuʻula parcel associated with the Royal Complex; a reversionary interest to a property formerly occupied by the Salvation Army; a roadway in Kahana; and land in Halemāʻili identified as a potential site for future emergency‑service facilities. Staff said whether the county would acquire a parcel in fee simple or only receive easement rights depends on the asset and will be resolved during due diligence and negotiation.
