Lancaster council adopts LDC pattern book, removes character-zone maps for separate review

The Lancaster City Council voted to adopt a pattern book to accompany amendments to the Lancaster Development Code and to establish a new MU‑24 mixed‑use zoning district, while explicitly excluding character-zone maps from tonight’s action.

"The item before you this evening is the pattern book," the city manager said, describing the document as a user-friendly guide containing photos, architectural guidance, dimensions and regulatory language to guide new developments. The manager noted the planning and zoning commission recommended approval and that the pattern book is intended to align with the forthcoming comprehensive plan.

Several council members raised concerns about the “character zones” and how they might interact with existing overlays and the comprehensive plan. Council member Miss Burt said she wanted the character-zone maps pulled and returned to the council in a work session for more discussion; another council member urged broader discussion before changing overlays that affect historic areas. The council voted to conduct the public hearing on the pattern book itself, approve the LDC amendments as presented, and bring the character-zone maps back separately for further deliberation.

The motion to approve the public hearing item (with character maps excluded) passed by voice vote. No public speakers addressed the item during the hearing, and the planning and zoning commission’s recommendation was referenced in staff remarks.
