Council approves GMP amendment and contract for Fire Station No. 4; completion target Aug. 2027

The Lancaster City Council approved a resolution authorizing the city manager to execute a Guaranteed Maximum Price (GMP) amendment and associated documents with Balfour Beatty Construction, LLC for the construction of Fire Station No. 4 at 343 East Beltline Road.

City staff summarized the procurement: Komatsu (design team named in the record) prepared the station design, and Balfour Beatty was selected via a construction-manager-at-risk procurement process. The city manager said the contractor engaged in targeted outreach to historically underutilized businesses and reported outreach to more than 2,828 such firms. A contractor representative told the council that more than 50 people registered for a local bidder outreach meeting and at least 38 attended.

The packet and the city secretary’s reading included a GMP figure as read into the record that appears to be garbled in the transcript (the figure read aloud is not consistent with typical municipal GMPs and should be confirmed in the official contract documents). City staff said the team had initiated geotechnical services, planned for storm and utility connections, and expected the project to be completed by August 2027. Council approved the resolution by voice vote.

"We planned out weekly meetings so that we stay on target, on task, and we're all very optimistic and confident that this project can be closed and completed by August 2027," the city manager said. The motion to approve passed by voice vote.
