Justin Quail alleges abuse of power, missing ordinance and unauthorized camera use

Justin Quail used the public comment period to raise a range of allegations about county enforcement and administrative practices, urging the board to enforce written rules and timely procedures.

"There is no regulations written out for it," Quail said, arguing that the absence of clear rules allows "abuse of power." He told the board he had been subjected to repeated re-screening despite having previously completed fingerprinting and said county actions led to confiscation of cannabis in a dispute he described as unresolved.

Quail accused code enforcement of operating body-worn cameras "without permission" for a year and said he was told an ordinance governing those practices was still pending. He named "Maria," "Eddie" and "Bruno" as people involved in related email threads and enforcement actions.

The board did not take formal action in response to Quail’s remarks during the public comment period and no staff rebuttal was recorded on the transcript. Quail urged officials to "read the paperwork" and address what he described as ongoing corruption and mistreatment.
