Commission forms small working group to update bylaw definitions (dwelling, private road, camp)

The Stamford Planning Commission agreed to form a small work group to research and draft clearer bylaw definitions covering dwelling, private roads and driveways, camps, travel trailers and related setbacks. Chair (S2) said the group should look at state-recommended language so the town does not "reinvent the wheel."

Members raised recurring issues with deeded rights of way and private roads, arguing property owners should generally carry responsibility for access and that current local language is inconsistent with state documents. One committee member (S3) said many of the commission's prior definitions date back decades and may no longer reflect common practice.

Commissioners proposed assigning specific definition topics (top three priorities: dwelling, right-of-way/private road, and setbacks) and returning draft text for review. The group discussed limits on subcommittee size and the legal requirement that a subcommittee not make final decisions: work groups will research and bring proposals back to the full commission.
