Commission hears about Act 181 mapping seminar and possible rural caucus notice proposal

A commissioner (S1) alerted the Stamford Planning Commission to an online seminar (Nov. 19) and to a materials package about Vermont's land-use regulation updates under Act 181 of 2024, including tier 2 and tier 3 mapping and rulemaking. The commissioner said the changes "are going to affect rural Vermonters most specifically" and supported greater direct notice for affected property owners.

The commission encouraged members to register for the seminar and asked staff to circulate the materials to the full commission. The presenter was identified as a legislative contact and civic coalition organizer; the commission treated the information as informational and agreed to consider implications for local notice practices and outreach.
