HARC sets new cap on new-projects per month; commissioners plan guideline and procedural reviews

Hart planner Daniella told the commission the HARC agenda will be limited to 10 new projects each month (postponements excluded) to reflect staff capacity and allow detailed review. She said staff will maintain a pre‑application list and notify applicants when the cap is reached.

Legal counsel Ryan cautioned that implementing the 10-item limit may require a formal amendment to the commission’s rules of procedure and routing to the city commission. Several commissioners raised the possibility of expanding staff discretion for routine, guideline‑compliant items or adopting a consent agenda for noncontroversial approvals to reduce the workload.

Separately, Commissioner Green and another member announced plans to step down when new commissioners are appointed; commissioners thanked both for years of service. The chair said staff and legal will explore the procedures needed to formalize the new agenda limit and to consider refinements to color and window guidelines.
