Alcarme LLC’s request to convert a nonconforming retail flower shop at 2328 Pittston Ave into a daycare was approved by the City of Scranton Zoning Board after the applicant and board discussed enrollment, staffing and parking plans. Attorney for the applicant summarized prior testimony and said the planned operation would limit enrollment to about 20 children with three employees and provide nine employee parking spaces; drop‑off would occur on Duncan Street rather than Pittston Avenue.
The board required as a condition of approval that all on‑site parking be paved. The motion to approve carried by a recorded vote of 3 to 0. The chair advised compliance with buffers and other plan elements discussed during testimony.
"So as part of the new drawing, they have a fenced in play area...there would be a total of 9 parking spaces on the property," the applicant’s representative said, describing adjustments made after earlier concerns. The chair stated the condition explicitly: "I wanna entertain a motion with the stipulation that all parking be paved."
