Council reallocates ARPA funds for Lake Springfield sewer hookups after aldermanic debate

The council re-obligated American Rescue Plan Act (ARPA) budget authority to support sanitary sewer installation at Lake Springfield, authorizing up to $710,036.12 with Salem County Water Reclamation District.

Alderman Gregory asked for clarification about using ARPA funds for sewer work and pressed for minority-contractor participation metrics: "ARPA funds were generally sent down to address areas that COVID hurt our cities the worst...at the very least...we can ensure that we see some minority representation on the project with this $700,000," he said. Staff explained the funding will finish pilots and that many homes around Lake Springfield are on septic or fields; the effort is intended to protect Lake Springfield from nutrient loading and support drinking-water safety.

Council members emphasized protecting the lake and public health. Staff said the Northeast pilot project had specific allocations and this action re-obligates remaining ARPA funds to extend sanitary sewer work; aldermen asked staff to provide clearer documentation on why prior allocations are now insufficient and how remaining properties will be prioritized.
