Applicant says ARC approvals are in hand; neighbor disputes scope of ARC review

Applicant representative George Cleary told the board the project had been through two ARC reviews and that documentation existed. “It is dated 07/07 was the date of the review. Submission 2. And the 1st submission, which was approved, same structure sizes on 06/02,” Cleary said, offering to provide the ARC communication to city staff or the neighbor.

Neighbor Donna Larkin said she had been told by the association that only conceptual review had occurred and that final HOA approval was not in place. Board members discussed the difference between city and HOA processes and asked that the applicant provide proof of ARC/HOA approval for the city file at permitting. Staff confirmed they advise applicants to pursue HOA approvals separately but that the city process may require documentation for permit issuance.
