Staff outlines broad commercial/industrial code overhaul, adds parking table and review process

City staff reported substantial revisions to the commercial and industrial zoning code and said the draft will go to the planning commission for a public hearing before returning to council.

Shay Sands (speaker 5) told the council the update restructures uses into a single commercial-industrial section, adds a parking table keyed to types of uses, moves lighting provisions to a clearer location in the code, adds an application-review process (DRC, fire marshal, planning commission) with defined cycle times, and provides an administrative checklist for staff and applicants to track fees and milestones. "We also added a section that just covers your residential district as well as your commercial industrial district," Shay said, noting the draft is mostly complete and recommended a work session for council-level review after the planning commission's hearing.

Staff emphasized the need for development standards that include diagrams, setbacks, drainage criteria and utility capacity checks. Planning/consultant staff (Dan, speaker 13) recommended adding standard details (road cross-sections, storm drainage design criteria) and diagrams so applicants and reviewers know expectations in advance. Councilmembers were invited to review a redline draft and a Google Doc version posted by staff prior to the planning commission hearing. No final adoption occurred; the item will proceed through the planning commission public hearing process.
