Sheriff seeks IGA with El Paso County for backup drug/ammo incineration; board to place item on consent

The Arapahoe County sheriff's office asked the board of county commissioners for permission to enter an intergovernmental agreement (IGA) with El Paso County that would allow the sheriff's office to use El Paso's burn building to destroy illegal drugs, ammunition and fireworks as a contingency when the county's free disposal option in Pueblo is unavailable.

Captain Jeremy Nesboom told commissioners the IGA would be "strictly a backup option" to the Pueblo steel-mill disposal site and would be used when the free option is temporarily down. Commissioners questioned the expected frequency and cost; staff described a quarterly usage estimate and a per-cycle cost that would result in roughly $1,400 a year if used quarterly. The sheriff's office said its goal remains to use the free Pueblo facility when possible.

Commissioners asked about signature authority and whether the sheriff could sign the agreement under the county's existing delegation. Staff confirmed the signature-authority resolution allows the sheriff to sign the IGA once the board places it on the consent agenda. The board signaled informal approval to place the IGA on the consent agenda.
