Committee seeks 'blueprint' for roads after RSMS delays; DPW asked to own spreadsheet

He owns DPW," and urged DPW to name a primary and secondary owner for the dynamic file so the town can generate defensible, year-by-year cost projections rather than ad-hoc estimates.
