Committee flags missing records, inventory and budgeting problems as barriers to long-term planning

Committee members closed the meeting by flagging long-term governance and record-keeping shortcomings that complicate CIP planning. Members described missing personnel files, absent inventory lists and examples where prior-year expenditures were reallocated without clear documentation; one member said the town had been "living on a wing of prayer for the last 7 or 8 years" and urged centralized file ownership and improved retention.

The chair called for staff follow-up, including locating the RSMS file, reconciling transfers (an example raised was a $9,900 shelving charge shown in a different fund) and asking department heads to provide completed project forms with supporting invoices and photos. The committee then moved and seconded to adjourn.
