Johns Creek staff to price targeted public engagement for comprehensive-plan update

City Manager Kimberly Greer told the council that the base consultant scope in the draft RFP will meet minimum public‑engagement requirements but that the city can add priced options for more extensive outreach if council specifies what it wants. “If you can articulate what kind of feedback you’re after…we can better help you refine and hone,” Greer said, explaining that staff can include ad alternates for additional town halls, interactive activities, or a dedicated comp‑plan website.

Several council members said they prefer targeting engagement to areas likely to change. One councilor suggested three town halls—north, central and south—to focus on redevelopment corridors rather than every character area. Greer recommended the RFP include optional add‑ons so vendors can provide firm pricing and the city can reserve budget authority without committing to the full scope immediately.

Council members asked staff to return with cost estimates and options as part of the budget process so they can decide whether to pursue a midyear amendment or include funds in the FY27 budget. Staff signaled they will provide conceptual options and rough costs before the council finalizes allocations.
