BZA certifies record in Purcell zoning appeal; special meeting set for July 29

The Hanover County Board of Zoning Appeals voted unanimously to certify the record of its May 11, 2026 proceedings in the appeal filed by Charles T. Purcell, a move the board said was necessary to comply with a Hanover Circuit Court order. Chairman Blunt moved that "the BZA approves and certifies that the materials compiled by the secretary constitute the record of the proceedings of the 05/11/2026 meeting where the BZA considered the appeal filed by Charles T. Purcell, ZRC2026-00002," and the motion was seconded and approved with all voting 'Aye.'

Joanne Hunter, director of planning, told the board staff had received notice from the court last Thursday and that the certification had to be completed within 14 days. Hunter also said the secretary had provided each board member the packet containing the materials reviewed at the May meeting. The board directed the secretary to submit the certified record to the Hanover County Circuit Court as required by the court order (Purcell v. Board of Supervisors, CL26002333-00).

The board additionally announced a special meeting on Wednesday, July 29 at 6 p.m. to review and certify the record; no substantive reopening of the May hearing was recorded in this session. After the certification vote the board adjourned.
