Hanover planning director: court order required expedited certification within 14 days

Joanne Hunter, Hanover County director of planning, told the Board of Zoning Appeals the county received a court notice last Thursday requiring the board to certify the administrative record for the May 11, 2026 zoning hearing within 14 days. "We got this notice from the court on Thursday, last Thursday, and it has to be completed within 14 days," Hunter said, explaining the short-notice scheduling that prompted the special meeting.

Hunter summarized that the appeal concerns a zoning compliance letter that was upheld at the May meeting and that the secretary had compiled and distributed the packet of materials the board reviewed on May 11. Her remarks framed the board's action as procedural compliance with the Hanover Circuit Court's directive in Purcell v. Board of Supervisors (CL26002333-00).
