Members raise enforcement concerns over new driveways and 'pervious' asphalt on shoreland lots

A commission member reported driving North Shore Road and seeing two homes that recently paved driveways over previously permeable surfaces, expressing concern about runoff and lack of permit oversight. The member warned that some commercial ‘‘pervious’’ products can lose permeability within a year as leaves and sediment accumulate.

Another member described the enforcement gap as a flaw in the law and said oversight should involve the code-enforcement officer; members agreed to raise enforcement and operation-and-maintenance expectations at the planning-board discussion with the water-quality presenter. The commission noted it has a new code-enforcement officer and encouraged greater coordination between planning, code enforcement and conservation oversight to reduce stormwater impacts to the lake.

No enforcement action was taken at the meeting; members asked for follow-up at the planning-board presentation and said they would seek opportunities to meet the new code-enforcement officer.
