Council approves housing renovation contracts, debates selling staff housing versus renting

Council approved consent-calendar items that included construction contracts for renovations at West Water Place and Truscott Place and a concrete-deck sealer contract for the Rio Grande parking garage. Staff clarified that the Blue Spruce contract amount was $1,200,000 and that an additional $631,000 referenced in the memo represented base scope versus optional energy-efficiency upgrades funded from other reserves.

"The contract with Blue Spruce...was for the 1,200,000," an asset-management staffer said, and staff explained that some upgrades (windows and rigid insulation) would be funded from renewable energy mitigation allocations and rent reserves. Councilors pressed staff about whether city-owned employee housing should be sold to employees or retained as rental housing; one councilor urged renting as a long-term strategy while staff noted sales include a 3% maximum annual appreciation cap and a 1.33% capital-maintenance set-aside when sold.

Council asked staff to provide APHA resale and quality-standard comparisons during follow-up and to bring detailed financials to future budgeting conversations. The consent calendar motion passed by roll call.
