Council approves first batch of fee-in-lieu requests for affordable-housing mitigation

Haley Hart, long-range planner, introduced a batch fee-in-lieu request for eight residential projects seeking to satisfy affordable-housing mitigation obligations under section 26-4-70 (GMQS). Hart said the batch-review policy was established in 2022 and reaffirmed in 2024 because of a confirmed shortage of affordable-housing credits; Planning & Zoning recommended approval for the first five properties on July 1 and subsequently recommended the remaining three.

Harry Valentine Wilson, the planner presenting the specific requests, told council staff had found all eight properties met the applicable review criteria and recommended council approve Resolution 94 to authorize the fee-in-lieu payments. Councilors debated whether the city is creating a mechanism that shifts on-site housing off-site but acknowledged commercial-code requirements already encourage on-site housing for larger developments. Mayor Richards emphasized the goal of dispersed, on-site housing and asked staff to use the upcoming work session to examine the credits program and fee-in-lieu balance.

Council voted to approve Resolution 94 by roll call. Staff agreed to return with additional analysis of how fee-in-lieu and the credits program interact with the city's broader housing goals.
