Council approves two demolition allotments amid debate over program effects

Planners presented Resolution 97 (203 Eastwood Drive) and Resolution 98 (246 Roaring Fork Drive) as demolition allotment approvals. Several councilors said the allotment program was intended to slow the pace of demolition but expressed divergent views on whether it has achieved that aim; one councilor called the program "fundamentally broken" and said it may encourage commoditization of demo permits, while others defended the intent to regulate pace and protect community character.

"I think this has accomplished the opposite," one councilor said, calling for historical demolition data to test whether allotments slowed demolition rates. Another councilor said that, in practice, the program has led some applicants to preserve walls and foundations rather than fully scrape homes, which could keep material out of landfills and preserve elements of existing structure.

Both resolutions were moved, seconded and approved by roll call. Council directed staff to continue simplification and policy review of the demolition program and to return with data on demolition and building-permit activity.
