Ledyard WPCA: neighboring system rejects 20% surcharge; board discusses supplier rate

The authority discussed a rejected proposal from a neighboring system (referred to in the transcript as 'Squaw') that declined Ledyard's offer to charge 20% above cost for supplied water. "If we were gonna provide the water to Squaw, that would become they would become a customer of Ledyard," a committee member (speaker 4) said while urging the commission to add a supplier rate to the rate schedule. Members agreed the matter will remain on the agenda until the other system returns with a counterproposal and noted they would not alter rate structures without additional review and council action.
