The City Council unanimously approved zoning file ZF26‑11 to rezone approximately 0.35 acres at 1352 South Plano Road from LRM‑2 (local retail) to PD plan development with amendments and simultaneously granted a special permit for a motor vehicle repair shop major, subject to staff conditions and the applicant’s agreement to remove two yellow signs.
Planner Christine Ross told council the building — constructed in 1978 and continuously operating as a repair shop with German Motor Works since 1996 — is functionally consistent with motor‑oriented uses at that intersection. Ross described proposed site changes: relocation of a dumpster to the southwest to allow a new rear overhead bay door, re‑striping three parallel parking spaces to improve circulation, and enhanced landscaping along the South Plano Road frontage to exceed minimums.
Owner Joe Bedell (Trimmer Motor Works) and consultant Jeff Bass answered questions about overnight vehicle storage and circulation. Bedell said typical overnight volumes are small and most vehicles are brought inside overnight. Council members asked about irrigation for proposed landscaping, parking geometry and signage; Bedell agreed to remove two yellow rear signs on council request. Mayor Pro Tem moved to approve the rezoning and special permit with all staff recommendations and removal of the two yellow signs; the motion passed unanimously.
