County auditor outlines FY27 budget priorities, fund balance and tax-rate scenarios

County Auditor Frances Bartlett briefed the McLennan County Commissioners Court on FY27 budget matters on July 16, 2026. Bartlett addressed capital expenditures and the county's ending fund balance and reviewed outside entity requests; she also laid out funding considerations for the Incentive Pay Program and other proposed expenditures.

Bartlett's presentation covered personnel increases, target fund balance considerations, a proposed Cost of Living Adjustment (COLA), health insurance fund contributions, network switches, tax-rate scenarios and capital outlay for Department 7920. The court discussed those items with staff and city representatives as it continued budget work-session topics throughout the day.
