Board approves Bukova townhomes rezoning after neighbors win removal of connector; developer pledges 20 affordable units

The Henrico County Board of Supervisors voted to approve REZ‑2025‑103169, a conditional rezoning that will allow up to 74 townhome/condominium units on about 9.9 acres along Pouncey Tract Road as part of the larger Bukova community. Planning staff said the revised proffers dated July 27 (with a correction submitted the evening of July 28) include sidewalk and landscape commitments, two pocket parks, and reduced minimum unit sizes to broaden price points.

During the public hearing neighbors repeatedly pressed traffic and school concerns. A resident cited the county’s traffic analysis and said the project would generate “486 new weekday vehicle trips” and that private street widths and guest parking (22 spaces for 74 units) could impede fire access and push cut‑through traffic into adjacent subdivisions. The applicant’s agent, Jennifer Mullen, and developer Robert Babcock responded that stormwater and wetlands would be handled at the plan‑of‑development stage and that the proffers now eliminate a proposed Road F connector to the north. The applicant also committed to reserve at least 20 units as affordable (80–120% area median income) under a 30‑year deed restriction; staff and the planning commission supported the application. Supervisor Rountree moved approval with the revised proffers; the motion carried.
