Resident says open-records requests for police data were withheld; city says AG review is routine

At the start of the meeting a resident, identifying himself as Angel Felicit III, told council he had submitted open‑records requests seeking the sources and aggregated data behind a Laredo Police Department presentation claiming crime reductions after installing block cameras. He said one request filed June 30 and a subsequent request had been placed under attorney review and withheld under a discretionary exemption and that he had appealed to the Texas Attorney General.

"I would like to ask the council to release both files," Angel Felicit III said, adding he expected the attorney general's decision in mid‑September. He told council he had already received similar documents for a different fiscal year and wanted to know why the new requests were withheld.

City staff and the city attorney's office responded that the city forwards responsive documents to the Texas Attorney General under the state's public‑information process; the AG determines whether statutory exemptions apply and when records must be released. A staff member said: "All the responsive documents that you are asking for are sent to the attorney general's office. The attorney general's office looks at your request, looks at the documents, and they make the determination as to whether or not it's gonna be released." Council did not take formal action on the request; staff offered to connect the resident with the city attorney's office for follow up.
