Pueblo County on July 28 approved a Phase 1 performance snapshot as the first step in a three‑phase countywide performance management program. The Human Resources presenter (addressed as Trish) said Phase 1 will launch with communications in early August, supervisory training and an electronic, fillable snapshot form stored in Workday.
The snapshot baseline uses 14 observable items with a top possible score of 42; supervisors will use an electronic rubric and employees scoring less than 27 will be offered a performance improvement plan. The presenter described phase 2 later in the fall to develop metrics and targets, with an eventual countywide dashboard planned. Commissioners praised the approach as a way to increase accountability and improve services to constituents. The board approved the resolution to implement Phase 1.
