Henry County ratifies electronic monitoring agreement with A2i as state law requires

The Henry County Commission on Dec. 15 ratified Resolution 4-12-25, which approves and ratifies an Electronic Monitoring At Will Service Agreement between Henry County and A2i, LLC that was originally entered on June 17, 2025. Commissioner David Flowers moved the resolution; Commissioner James Higgins seconded it and the motion passed by voice vote. The resolution cites Tenn. Code Ann. § 40-11-152(k) (as amended July 1, 2025) as the statutory basis for counties to enter agreements with qualified electronic monitoring providers.

Exhibit A to the agreement describes the scope of services (activation, georule creation and modification, case management, monitoring traces and alerts, billing and account management) and lists pricing. The exhibit shows an offender daily rate of $8.00 and an agency-monitored rate of $4.00 per day; it also lists one-time fees (installation $100, device $75, removal $100) and device replacement prices. The contract term is one year with up to four annual renewals and includes provisions for training, replacement units, and county responsibilities (including installation and notification methods). The resolution ratifies the agreement retroactive to June 17, 2025 and authorizes the county sheriff to execute related documents on behalf of Henry County.

County officials and the sheriff’s office will follow the contract terms for installations and monitoring; the exhibit also notes the county will receive $50 for each installation or removal it completes and will be reimbursed monthly for such work.
