City says emergency measures addressed Hamilton Senior Apartments cooling failures; parts due late summer

City staff told council members they have been conducting biweekly visits to Hamilton Senior Apartments since the prior meeting and that portable cooling units have been distributed to residents whose central chiller was underperforming.

Tina Rodriguez, lead economic‑development director, said staff has provided roughly 80 portable cooling units so far and that the chiller’s replacement parts are expected by late summer. "We have been conducting biweekly visits to Hamilton ever since our last council meeting… we've given out about 80 units," Rodriguez said.

Council members pressed staff about timelines for repairs, criteria for issuing portable units and whether units were maintained and swapped when needed. Staff said technicians are on a 24‑hour on‑call schedule and that many issues were simple maintenance or tenant familiarization with new systems. Council asked the manager to produce an after‑incident report specifying when parts were ordered, repair turnaround times and a best‑practice plan for future incidents.

Next steps: community development will prepare a written after‑incident report and a best‑practices policy on emergency cooling allocations for council review.
