Council approves Jet A fuel farm replacement and expansion at Bay City Regional Airport

James Mason, speaking for the Bay City Regional Airport, asked council to approve a resolution to design and construct a replacement and expanded Jet A fuel farm. Mason said the existing tank—installed in 2006—was beyond its designed service life and needs replacement; the proposal would relocate the tank, extend canopy coverage, and increase storage from 12,000 to 20,000 gallons. "We're looking at this project costing about $303,000. Our total 5% match is 15,000 on that, for IIJA," Mason said.

Mason explained the work would be funded through IIJA with TxDOT acting as the reimbursement administrator; staff would complete documentation and submit invoices for reimbursement. Council asked clarifying questions about whether the project replaces or repairs the existing tank and storage capacity; Mason confirmed the existing tank will be removed and replaced. Council moved and approved the resolution to allow the airport to request financial assistance from TxDOT and act as agent for design and construction of the Jet A fuel farm expansion.

Later in the meeting staff also presented a separate RFQ-based selection of an engineering firm (Civil PEs) to provide services for the Jet A expansion; council approved that procurement resolution after brief discussion about the RFQ and TxDOT/FAA requirements.
