GFL reports investments, tonnage and requests 3.81% CPI base-rate increase; council approves

Representatives from GFL Environmental (introduced as Xavier Salace and team) presented the company's annual operational report and asked council to approve a base-rate CPI adjustment. Salace reported yearly volumes: roughly 11,000 tons of residential trash, about 11,200 tons of commercial trash, and 15,900 cubic yards of brush collected during the rolling year. He said the company invested approximately $1.7 million in new equipment and listed community donations (for example, $7,500 to an animal organization).

GFL requested an in-CPI increase of 3.81 percent. City staff explained the budget impact would be an increase of about $111,000 for fiscal year 2027 and noted prior contract years had been tied to CPI with occasional negotiated caps. The contract-year rate was cited in the meeting as moving to $21.21. Council asked for comparisons to prior years' increases and confirmed the change would generally be billed in arrears (billed in November). After discussion, council approved the base-rate adjustment by voice vote.

Council and staff praised the company for investments that have reduced complaints and improved service, while members also asked for historical comparison numbers for context on CPI adjustments in future reports.
