Council approves a $16 million guaranteed maximum price for Bay City Public Safety Center

The council considered an AIA guaranteed-maximum-price amendment with Weaver and Jacobs for the construction of the Bay City Public Safety Center. City staff said earlier cost estimates showed a range of hard costs between $16.5 million and $18 million; after value-engineering work the project team identified roughly $864,000 in hard-cost savings and recommended a GMP of about $16,000,009.

The mayor and several council members praised the project team and contractor for cost reductions and collaborative value engineering. Staff noted the GMP figure reflects hard costs and that soft-cost savings had also been identified elsewhere in the project budget; alternates (landscaping, signage and some finish items) remain available for later decisions depending on contingencies. Staff estimated mobilization and permit timelines and described next steps, including addressing Bureau Veritas review comments before demolition and notifying the state as required.

Council voted to approve the GMP amendment and authorized the mayor to execute the amendment; staff said construction start dates depend on final permit turnaround and a required state notice period.
