Council accepts petition to form 254‑acre PID for large northwest Amarillo development

Council accepted a petition July 28 to form a Public Improvement District (PID) on approximately 254 acres near Northwestern Street and Hester Road to support a proposed phased residential development.

Deputy staff outlined the petition's components: the PID would be used to fund capital improvements and amenities that confer special benefits to the new neighborhood (retention ponds, street trees and medians, monument signs, parkland, and an off‑site wastewater tie that requires a bore under the railroad). The petition estimated eligible PID costs of about $11.7 million and proposed an assessment methodology that assesses lots at 0.22% of net appraised value, with assessments beginning Jan. 1 following a phase plat recording.

Staff noted the petition meets state statutory requirements (Chapter 372 of the Texas Local Government Code) including the petition‑signature threshold for a new development. The petition also calls for an advisory board and a property‑owners association to oversee common areas; if a PID were ever to dissolve, the property‑owners association would assume long‑term responsibility for common‑area costs.

Council accepted the petition and directed staff to proceed with the statutorily required public‑notice and subsequent hearings; no final assessment or bond issuance decisions were made at the acceptance step.
