Board: video shows Adrianna Flagg struck first in prior incident; case referred to state attorney

A board member asked for follow-up on an earlier RRI involving Adrianna Flagg and whether the board had reviewed evidence. Lieutenant Jeffrey Dean told the board he had reviewed video that showed Flagg struck the other person first; by the time video was available the other party had already been arrested and the case had been referred to the state attorney's office.

"She did hit him first," Lieutenant Dean said when summarizing the department's review. Board members noted the department followed its policies and that the matter had been documented and forwarded to prosecutors; any decisions about charges would be up to the state attorney's office. The board did not identify policy violations in the officers' handling of the incident and treated the matter as part of the criminal justice process rather than a policy adjudication by the CRB.
