Board directs Suisun Valley sewer feasibility study to wider scope with safeguards to preserve strategic plan

The Solano County Board voted 4-0 on July 28 to direct staff to proceed with an expanded Suisun Valley sewer feasibility study ("Option 2") that includes the 2003 agreement area and additional corridors along I‑80 and Rockville Road while preserving the Suisun Valley Strategic Plan.

County staff presented four scope options: Option 1 (minimum — 2003 agreement and failed septic systems), Option 2 (expanded corridor analysis for potential economic-development supporting sewer service), Option 3 (broad capacity estimate) and Option 4 (custom). Public commenters — vintners, growers, developers and residents — expressed concerns about preserving agricultural character, avoiding unintended annexation, and the potential for studies to be used to promote unplanned development.

Supervisor Williams (speaker S14) and others pressed staff to ensure the study would protect the strategic plan and include Wood Creek 60 and Rockville Corners; Supervisor Mashburn (speaker S6) and others favored Option 2 as useful to inform possible economic development and to provide the district with capacity metrics so the county could argue against annexation if it could demonstrate unincorporated service capacity. Staff said the study would analyze technical, legal, financial and governance considerations and would not itself approve sewer service or change zoning. The board approved the direction to work with the Fairfield Suisun Sewer District on the Option 2 scope and delegated authority to the Director of Resource Management to coordinate study details within budget appropriations.
