Rossi Carroll of VDOT briefed the Southampton County Board of Supervisors on July 28 about maintenance performance and upcoming projects across the county.
Carroll reported an 81.6% completion rate for work orders between April 1 and June 30 and cited recent maintenance such as ditching on Country Club Road and shoulder rebuilds on Monroe Road. He listed upcoming work including chip seal/surface treatment on Seacock Chapel, ditching on Scottswood, shoulder rehabilitation on Duke Road and PM5 paving contracts covering sections of Route 35 and Route 58 with contractor start dates in mid‑to‑late August and fixed completion dates into late 2026 and 2027 for some sections.
He also noted two bridge projects underway (Route 614 over Seacock Chapel and Applewhite Swamp replacement) with fixed completion dates in 2027 and December 4 (year stated in transcript), and announced a second‑cycle county mowing and litter pickup contractor start date with completion by September 2. Carroll encouraged residents to use the VDOT customer service center and online reporting tools to create work orders and said his office will route reports to appropriate maintenance crews.
Board members asked about specific locations (Trinity Church Road, Lakeside Drive) and were told the requested traffic studies remain in VDOT's queue and will be returned for board review when complete.
