Board transfers CIP funds to install HVAC at Main Street jail

County staff told the board the older Main Street jail lacks climate control and that inspections and heat‑index conditions make a cooling system necessary. Staff provided quotes indicating the combined heating-and-cooling solution would cost about $195,225 and requested moving $142,725 from a courthouse records‑room HVAC allocation to cover the jail work.

Supervisor motion and a second passed by unanimous voice vote to transfer the funds. Staff emphasized the courthouse records‑room work remains funded and that the transfer would not add net new spending beyond previously allocated CIP resources. "We're not robbing Peter to pay Paul," staff said, noting the records‑room project came in under its allocation.

The board approved the CIP movement so the county can proceed with the jail ductless heat‑pump installation to provide both cooling and heating for cells and hallways.
