Castle Pines council reviews revised annexation policy draft

City staff brought council a revised annexation policy draft and a summary of public outreach, saying the document is intended to guide future annexation negotiations without replacing state statutory requirements. "The annexation policy draft was published on the city's website for review and comment from July 7 through July 20," staff told council, noting both online survey responses and two open-house sessions informed the revisions.

Staff said the outreach included an online survey run May 18 6/14 that produced what was recorded in the packet as "614 responses," two open houses (June 29 at the library and July 1 at the Exchange Coffee House), and a comment period that yielded 37 responses. The updated draft renames several sections (for example, "eligibility" to "preferences"), clarifies terms such as "contiguous" and "flagpole" annexations, and adds a new Section M laying out required topics for an annexation agreement, including public improvements, open-space dedications, and density limits.

Councilors asked staff to clarify the meaning of percentage labels in the survey charts and whether the survey results were statistically significant; staff said the parentheses on the slides reflected the share of respondents who chose the top rating while the bars represented broader selections, and confirmed the results had been analyzed for significance. The council directed staff to incorporate redline edits and return a final draft for an Aug. 11 policy discussion and potential adoption.

The city will post a clean draft on its website before that meeting, staff added, so council and residents can review it. No formal ordinance or vote was taken at the study session; the document remains a policy draft pending council action on Aug. 11.
