Committee presses DHCA for written amendments after in‑meeting policy suggestions

Several committee members expressed frustration that DHCA offered conceptual amendments during the work session but did not provide formal language for the record.

"You cannot come here and say, this is just a suggestion. We're voting today, and you're not ready," a committee member said, pressing for written text. Councilmember Mervaink described constituents in central‑plant buildings who are overheating and asked DHCA to clarify its official position.

Deputy Director Jenny Snapp acknowledged the suggestions were informal and said the department would bring formal language in an appropriate manner. Chair said he expected DHCA to coordinate internally and with council staff before the item returns to committee.

The committee agreed to hold Bill 9‑26 until DHCA submits written amendment language and the department and sponsor are on the same page. Members asked that the department share proposed language in advance of the next meeting to allow colleagues time to review and prepare questions before voting.
