The Boerne City Council on July 28 approved a resolution rescinding a prior reimbursement authorization and authorizing reimbursement to Buc-ee's Limited for the Suggs Creek sewer main extension, in an amount not to exceed $800,000. Andrew (speaker 13) summarized the project's procurement history: the developer required public bidding per Texas Local Government Code Chapter 252; the project was previously awarded, that low bidder later withdrew, and Buc-ee's rebid the project and received six bids, with the low bid just above $700,000.
Andrew said the city will only reimburse after the project is complete and accepted by the city — i.e., after verification that the infrastructure meets city standard specifications for public works. Councilmember Macaluso moved the resolution and the motion passed 4–0. Council discussed the change in bids and staff noted the rebid included strengthened bidder qualifications.
