Planning Commission clarifies group-home rules, designates districts where they are allowed

Martha Harrison of the Mount Abe Regional Commission (MARC) presented a zoning clarification to the Ludlow Planning Commission on Jan. 20, 2026, explaining that single-family districts must also allow group homes. She said group homes with eight or fewer residents will be handled through the standard permit process, while group homes with nine or more residents will require conditional zoning review.

Commission members agreed that R2, RC1, RC2, the Lake District and the Town Residential district should be designated to allow group homes. The commission discussed the practical effect of the threshold numbers and whether local infrastructure and neighborhood character are compatible with larger group homes. Commissioners tabled the separate question of which districts should allow hotels until the full board is present.
