Commission approves purpose statements for Town Residential-Commercial and Industrial districts

The Planning Commission approved updated purpose statements for three zoning sections on Jan. 20, 2026. Section 460 (Town Residential-Commercial 1) was approved as a mixed-use district intended to encourage small, locally owned businesses while protecting residential character and ensuring adequate water and wastewater capacity. Section 461 (Town Residential-Commercial 2) was approved with language prioritizing residential development and limiting nonresidential uses to small-scale activities; it notes that areas along VT Route 100 are subject to VTrans’ Access Management Program. The commission also approved Section 480, defining the Industrial District for concentrated manufacturing and related industrial uses subject to performance standards.

Commissioners did not record additional votes or amendments to the text during the meeting; staff will incorporate the approved purpose statements into the draft zoning regulations for formal adoption steps.
