The county approved an intergovernmental agreement to provide $639,742 in county funds to support operations of the East Shelby branch library for July 1, 2026–June 30, 2027. The funds will be used for personnel, materials, and supplies associated with operating the county‑owned branch.
Dr. Lasonya Hall, the administration’s deputy chief administrative officer, said the funds cover personnel and operating costs and that the item is included in the FY27 operating budget. Eric Harris, director of Memphis Public Libraries, told commissioners the materials allocation for East Shelby Drive in FY27 is $2,367, which several commissioners said seemed low relative to the $639,742 total and asked for regular reporting and oversight. "For materials and books for FY '27, it is $2,367," Harris said. Commissioners asked the administration to provide the branch's periodic reports and to consider an additional $75,000 for personnel due to a city salary-floor increase.
