Planning commission tables KOA‑style campground permit pending deed, traffic and safety reviews

The Page County Planning Commission on Wednesday tabled consideration of a special‑use permit for a proposed KOA‑style campground after commissioners said they needed legal and technical follow‑up on deed restrictions, traffic impacts and public‑safety plans. Vice Chair (speaking for the commission) summarized public input and the applicant’s materials and said, “We have read, we have listened to you.”

Commissioners discussed multiple outstanding issues, including private deed restrictions flagged by neighbors, VDOT’s July 8 memo recommending a turn‑lane and taper analysis at Route 340/609, and unanswered questions about hydrology and emergency services capacity. County counsel present by phone explained that private restrictive covenants are enforceable by private parties, not by the county, and commissioners asked staff to request a written opinion from the county attorney and to bring back additional materials at the next meeting. The commission voted to table the application; the motion to table was made by the commissioner identified as Speaker 6 and seconded by Speaker 5, and passed on a roll‑call vote.

The applicant’s representative, appearing by phone and identified in the record as Mr. Lubetkin, asked the commission to move the proposal forward because of financing and KOA timelines, saying the project team was “doing my best to mitigate” community concerns. Commissioners emphasized that tabling the matter would allow the county to collect formal inputs from VDOT, the health department, emergency services and county counsel before any formal action.
