Planning commission reviews proposal for annualized DNL 'noise budget' for speedway; feasibility concerns voiced

The commission reviewed a draft standard to implement an annualized day‑night noise budget (DNL) for a local speedway, a concept originally included in SUP language from 2006 and reiterated in 2011. Commissioner Ken (speaker 5) presented the proposal and described a monitoring and reporting system that would require an independent acoustician, automated continuous noise monitoring, monthly compliance reports and data retention for five years.

Commissioners and a leaseholder at the track questioned whether the county or an operator could practically enforce the detailed monitoring regime and whether the costs would be prohibitive for a speedway operator. One commissioner said the proposal was "very complicated" and another, Mr. Vaughn (leaseholder), called the process inefficient and said he was unsure how the county could implement or enforce the plan. The draft’s backers said most monitoring costs would be borne by the permit holder, not the county, and characterized the approach as the technical means to address long‑standing community noise issues.
